Narvarte supported Uptown Crossing BID at a critical inflection point: aligning governance, placemaking, and economic development to set the district up for long-term success. The work focused on translating vision into structure—ensuring the right entities were responsible for the right work.
Narvarte led a visioning-to-strategy process that clearly delineated roles between the BID and a newly created Economic Development Corporation, reducing overlap and enabling more focused execution. The planning effort was grounded in the Main Street America Four-Point Approach—Design, Economic Development, Promotion, and Organization—providing a proven framework while allowing for local adaptation.
The outcome was an actionable strategic plan designed for implementation, not aspiration. The work also positioned Uptown Crossing to become a Wisconsin Economic Development Corporation Connect Community, strengthening access to resources, technical assistance, and statewide networks.

Uptown Get Down, Strategic Plan
A standout initiative for BID is the Uptown Get Down, a community-centered event celebrating local businesses, music, art, and neighborhood culture. The Executive Director plays an essential role in planning and supporting this signature event—managing logistics, working with partners, and helping create a vibrant and engaging experience for the entire district.

Executive Director of Uptown Crossing District -Bid supports and advances the mission of BID by coordinating key organizational functions, lead the strategic direction, daily operations, and long-term growth of a dynamic commercial district dedicated to fostering a vibrant, safe, and economically thriving community. My role includes overseeing district management services, cultivating partnerships with local businesses and stakeholders, guiding marketing and placemaking initiatives, and ensuring the efficient use of resources to enhance the area’s overall appeal.
Managing the implementation of district-wide projects—including cleanliness, beautification, public safety coordination, and business support programs—while serving as the primary liaison between property owners, municipal agencies, and community organizations.
